Provincial?level List! Huangyan Cluster Makes the Shortlist

Recently, the Department of Economy and Information Technology of Zhejiang Province publicized the list of core zones, collaborative zones and “New‑Star” industrial clusters for the fourth batch of provincial‑key industrial clusters. Huangyan District has been shortlisted for the public list of core zones under the fourth‑batch provincial‑key industrial cluster (Industrial Machine Tools & Robots).20260930093825977989155.png

Following Huangyan’s high‑end mould industrial cluster being selected into Zhejiang’s “New‑Star” industrial clusters in 2025, this latest inclusion in the core zone of a provincial‑key industrial cluster marks a new leap in the development level of Huangyan’s mould industry. It officially joins the provincial cultivation matrix for key industrial clusters, which will further boost high‑quality industrial agglomeration and elevate Huangyan’s standing within Zhejiang’s advanced manufacturing landscape.

With over 70 years of development, Huangyan’s mould sector is dominated by injection‑mould manufacturing, complemented by extrusion, blow‑mould, die‑casting and stamping moulds. It represents China’s largest county‑level medium‑and‑large‑sized plastic‑mould industrial cluster in terms of scale, complete industrial chain and specialisation. There are more than 4 000 mould‑making and supporting enterprises, with a local industrial‑chain supporting rate of 95 %. The cluster has been named a national characteristic industrial cluster for small‑ and medium‑sized enterprises. In 2025, the full‑calibre output value of pure mould production reached roughly 30 billion yuan, of which enterprises above designated size contributed 11.83 billion yuan. The mould industry has driven related sectors including automobile & motorcycle parts, electric vehicles and robotics to generate an output value exceeding 32 billion yuan from enterprises above designated size within the district.

In terms of industrial foundations: Huangyan holds over 30 % of China’s market for medium‑and‑large‑sized automotive injection moulds, and more than 80 % market share for mid‑to‑high‑end extrusion die heads. It is home to 23 key backbone enterprises in the national mould industry, the highest number nationwide. Huangyan pioneered the “Industrial Brain” platform for the mould sector, and has been designated China’s first national demonstration zone for improving mould‑product quality as well as a national demonstration zone for well‑known mould‑industry brands. More than 20 provincial‑level and higher‑level platforms have been built, including industrial‑internet platforms, Future Factory pilot projects, smart factories and green factories.

On the innovation front, Huangyan hosts 3 national‑level engineering research centres and 11 national‑ and provincial‑level enterprise technology centres. It has set up more than 10 new‑type R&D institutes in partnership with multiple universities. Domestic substitution has been realised in fields such as precision moulds with special‑shaped cooling channels and automotive hot stamping. The world’s first industry‑specific 2.5D simulation software has been independently developed. Huangyan has won 21 National Excellent Mould Awards (China Mould Industry’s top honour). Local enterprises have led or participated in drafting more than 30 national standards, industrial standards and Zhejiang‑Manufacturing association standards, and released China’s first standard system for the mould industry.微信图片_20260930105322_76_198.jpg

Huangyan keeps strengthening factor support: more than 20 000 mu of industrial land is allocated to secure development for the mould‑and‑plastic industry. Key parks include Huangyan Intelligent Mould Town and the Southeast Zhejiang Intelligent Computing Economic Industrial Park. The mould‑related workforce exceeds 100 000 people. Zhejiang’s sole provincial‑level mould‑product quality inspection centre serves over 4 000 enterprises across the industrial chain.

Going forward, building on its designation as the core zone of this provincial‑key industrial cluster, Huangyan will prioritise projects and extend‑and‑strengthen the industrial chain while focusing on its core mould business. Targeted investment attraction will introduce CNC machine‑tool projects such as Guosheng and Hanba to shore up equipment weaknesses. Relying on leading chain‑head enterprises including Jingcheng Times, a high‑end functional‑film industrial park will be constructed to extend upstream and downstream links of the mould value chain. Meanwhile, digital transformation among mould enterprises will be advanced and high‑quality enterprise echelons fostered. Sustained support will be provided in land use, policy incentives and funding. Leveraging the driving power of moulds — “the mother of industry”, Huangyan will fully develop the core zone for the Industrial Machine Tools & Robots industrial cluster and contribute to high‑quality development of advanced manufacturing across Zhejiang Province.
